I apologize for bothering you, but I have a question regarding this picture.
I have a website on Korean Medals, and I recently got a picture of a J.C.E. badge. In doing the research on the badge, I found this picture. So far, it is the only thing that my research has revealed.
Can you please supply me with any information on the J.C.E?

Currently, I don't even know what JCE stands for.
Can you please give me the Name, and Rank of this individual and the Branch of Military Service he was in? I would like to include this information with this picture on my website.
